I didn't look at the link, but there was some very interesting research on this topic using electro-stimulation a while back that was stopped due to lack of funding.

Apparently, the research looked at the processes that creatures that do have limb regeneration abilities employ and attempted to mimic the processes in humans and other animals.

It's not as dumb as it sounds, especially considering that some creatures do have the ability to re-grow lost limbs.
