Ok, I overestimated it a little bit. They still are #4 among illegal communities.

I would have to wonder if they are legit canadians. I worked for a government agency that processed boat people. they would come to canada just becasue it was easier to get in, stay for a while and then disappear. We know they went south because we'd get calls once in a while from a US counterpart who wanted to send them back... but the vast majority were never heard from again.
