But most of that is because they represent the people that elect them. Most americans want to live in a big house, drive a big car, eat out on the weekends, have a boat for the lake, a couple of jet skis, cars for their teenage kids, heated swimming pools, etc...
If the people wanted to seriously change then the leaders would help in that change. Not many people wanted to change until prices that affected their personal income started to increase.
Renewables were popular in the 80s then died out shortly thereafter. Why, because oil prices dropped down and oil was cheaper then wind power or solar. Its not because the leaders made the changes it was because people only want what is cheapest and complain when their poor decision affects them later on.
