It was the first in a series of controversial attack simulations planned over northeastern Wisconsin.
Two F-16 planes from the Iowa National Guard flew over downtown Menasha. Under the surveillance and navigation of uniformed ground control soldiers from the Washington National Guard, the pilots zeroed in on targets like City Hall.
The training scenario, which tests ground controllers' ability to evaluate risk then navigate a pilot to a specific area — but does not involve anything dropping from a plane — helps prepare soldiers for precise bombing in real-life scenarios, said Lt. Col. Tim Donovan, spokesman for the Wisconsin National Guard. Soldiers returning from Afghanistan and Iraq have said they weren't properly trained for urban settings.
