I did.

I put it at #3 (legalize getting the last of the domestic oil)
and #4 (have the US military secure transit of the foreign oil.)

$this->bbcode_second_pass_quote('', 'F')ood production and distribution would come first, then public health (clean water, sewage, sanitation, medical services), then public safety including the armed forces, and finally some level of economic activity that uses petroleum products.



I think it will be:

1. Military and police
2. Food (to avoid riots)
3. Public health
4. Economy



I have a slightly different perspective. For many years I have viewed America's vulnerability like a table with 4 legs comprising of:

1. Utilities
2. Communication
3. Banking/Commerce
4. Transportation.

Knock out any one of those 4 legs and dinner ends up on the floor. That will shut the country down cold. Only then do we need the military. IMHO-those are the 4 top priorities. Of couse all 4 of those items are made possible with cheap abundant energy.
If you give a man a fish you will have kept him from hunger for a day. If you teach a man to fish he will sit in a boat and drink beer all day.
