I really think the list of priorities is wrong:

2. Food (to avoid riots)
3. Public health
4. Economy

3. Congress (to pass laws opening up US parks and wildernesses to oil exploration)

See I put military first becuase people will get panicky and try hoarding supplies. The only way for the authorities to keep them from panicking and being able to distribute food equally is to have a very visible presence... to my thinking.
