Georgia is divided between those who like Russia and those who like NATO. I am sure that the one who are pro NATO did it.
Why would the Russians drop 1 bomb that does not explode in the middle of nowhere ?
Just to make the world blame them, and achieve a hole in the ground ?
If they attack someone it will be clearly seen, not like this

MOSCOW - President Vladimir Putin said Friday that he had ordered the military to resume regular long-range flights of strategic bombers, news agencies reported, returning to a practice that ended with the collapse of the Soviet Union.
Speaking as Russian and Chinese forces held major war games exercises for the first time on Russian territory, Putin said a halt in long-range bombers’ flights after the Soviet collapse had affected Russia’s security as other nations had continued such missions — an oblique reference to the United States.

Still, it would be simpler to parse these moves if international relations were not artificially complicated by the fact that the US has just lost most of the world's goodwill over the Iraq war.

My friends and I were half joking when we said Yakunin had no chance because the next FSB in line would either be Patrushev or Ivanov. Looks like it's Ivanov LOL.

He told a congress of United Russia that he would head the party's list though not actually become a member.

By being on the list he is guaranteed a seat in the next parliament.

The BBC's Mike Sanders says Mr Putin's announcement comes as a shock, but is the clearest indication yet that he is determined to stay at the centre of power in Russia.

According to the Russian constitution, he is not allowed to run for a third consecutive term as president in March.

So instead of the much speculated change in the constitution allowing for a third term as president, this seems the likely strategy of Putin to keep much of his power. Ofcourse we still have to await the presidential elections in which Putin critic and old chess worldmeister Gerri Kasparov looks to have good chances to win...

Is seems some suspect Mr. Putin and his motives. But, as you can see, young Russians love Mr. Putin, these youth in the "Nashi" group even march carrying flags in front of his likeness.

How patriotic, and heartwarming! You can be sure he is no tyrant.

I don't disagree with Putin at all on the fact that the U.S would love to rule over all mankind.

But so would Russia, China, India, any of the Arab states, Western Europe, and pretty much every other country on the Earth.

So, yes, the U.S wants to rule the world. The question is, can the world make it so much more costly for the U.S to rule it, that it's more trouble than it's worth?

That's the solution to this problem. You don't have to destroy an enemy's army, just make it so much more expensive to wage war there that other targets become more appealing, or increasng domestic production of resources becomes more appealing.

The Vietnamese didn't defeat America because they had a superior army. If we had really wanted to we could have geared up like in WWII, used completely ruthless means and conquered it.

Instead we got out. Why? The reason is because they were more trouble than they were worth. We were trying to stop communism from spreading, but the cost of stoping communism there was too high for the value, so we left.

It's not really an award of merit. It just means you were the most important person of the year as far as newsmaking goes. Hitler could have been man of the year. I hate the whole idea of it to be honest with you, because no matter how you slice it, it feels like giving an award.

Several interesting names stand out on that list, but one seems quite ironic in today's world. Mohammed Mossadegh, MotY in 1951, was the former Iranian Prime Minister, who nationalized the Iranian Oil Company, and was removed from power by US and UK in a military coup two years later.

One could call him and the Iranian people the first victims of the post-war Anglo-American oil-imperialism.
