America will not turn into The Congo because the rule of law has been in place in the United States for more than 400 years. The Congo has never had the rule of law.

Violent criminals, especially violent sex criminals, get locked up in this country for a long time. In the Congo, criminals make up the majority of the "police" force.

Most law enforcement in the United States is based on the local/county system. Local police chiefs and county sheriffs find the bad guys and send them to the courts. The courts decide guilt or innocence and then send the people along to the corrections facilities. Prisons don't cost that much money compared to other parts of the budget (trust me) and even in a depression, we aren't going to let murderers and rapists go free. Perhaps we could let the non-violent drug offenders go free instead?

I don't care how much oil we have, there will still be police forces and the bad guys will still pay for their crimes.

Why? Because security is an extremely high priority.
