Perhaps they don't have documentation that gives them immunity from prosecution and civil indemnification.

Add that in, along with a few little "perks" for a job well done, and I'm sure we could mitigate that 30% problem.

Since the thread was resurrected, I'll use the opportunity to direct your attention to CBC's The Big Picture series, which did a show called The Human Behavior experiments. Discussed Milgram, Stanford prison, Abu Ghraib as well as a few very peculiar criminal cases such as a guy that impersonated a policeman over the phone and managed to convince McD managers to strip search and eventually abuse their employees. Very interresting show. You can get it here:
