The 10 for 10 Plan emerged out of conversations at the Conference on the need to provide a bold clear path for reductions that can address the real threat of catastrophic climate change in time.
The plan is simple, a $10 per year increase in the minimum cost of CO2 emissions for 10 years.
The 10 for 10 Plan gives U.S. Mayors a way to fast-track renewable energy and efficiency now.
Under the 10 for 10 Plan, cities and states will set minimum combined fees on carbon emissions from power plants, gasoline and other fossil sources, that start at $10 per ton of C02 in the first year and increase by $10 per ton every year for the next 10 years.
The cost of carbon will inevitably be passed on to consumers in the form of higher energy prices, which will lead to rapid investment in efficiency and alternatives. However, because a revenue stream corresponding to at least a portion of that increase will be captured by state and local governments under the 10 for 10 plan, those revenues can be returned to the citizens and businesses in the form of low interest loans for those who could not otherwise afford to invest in efficiency or other programs to help local businesses and communities adapt to the inevitable rise in energy prices in the face of declining oil reserves and the threat of catastrophic climate change.
