Make it attractive and fun (latest graphics and lots of defending homesteads) so that it sells well, and include a detailed and realistic story that enables strong immersion with the game, and you could potentially go a long way to raising awareness of PO issues to an audience that generally wouldn't have much exposure to it.

As the difficulty increases with each level, investor interest and funds reduce, and the hordes of disgruntled sheeple beating at your door for your baked-beans stash increases. A semi co-operative / feudal mode will be available, whereby one player fills the role of doomerist while the other fills the role of technocopian-soon-to-become-doomerist.

Just joking Omnitir, keep in mind that most of us who are serious about peak oil will be spending what would otherwise be our gaming time preparing for PO. You could definitely market to the sheeple though, use the engine from Stalker: Shadow of Chernobyl, and a fallout-esque marketing scheme, and you might be onto a mediocre-seller.
