The only way it would work for reviving extinc species is if A you have enough viable DNA and B you can implant a fertilized egg and grow it to full term. If either proposition is false then extinct species are a no go.
If on the other hand you have a small breeding population of say Elephants you could conceivable clone all of those which exist into fertilized eggs and then grow them to term doubling your population and increasing your chances of having a successful breeding population in the future.
I wonder if it works for Avian species? An artificial womb would simply be an artificial egg for them. If that works species like the California Condor could be made a lot more secure and the larger the breeding population the greater the genetic diversity of the next generation.
