From what you wrote, I doubt that was the message. As I see it, the message was 'We need another solution than biofuels', not 'A lot of us are gonna die' - or maybe a hybrid: 'If we don't stop using biofuels, a lot of people are gonna die'.
Of course, the connection is clear, but if the reporter wanted to talk about a coming die-off, that's what he would be doing. Too few people will connect the dots when it's merely insinuated, and so the message will not come across.
