In todays litigious environment some kid with a food Allergy would get sick, the parents would sue the school system, the taxpayers would foot the bills and the program would die post haste.
Once things are bad enough to get past the lawyers on this issue we probably won't be sending kids to large centralized schools any longer.
QED this is a solution that is currently unworkable and in the future unnessecery.

The problem is, of course, that not only is economics bankrupt, but it has always been nothing more than politics in disguise... economics is a form of brain damage.
