I remember there were always some kids in school who were not good students, some of whom failed a grade and had to repeat it. Maybe it happened, but I do not remember teasing them; for the most part we all played together on the playground.

I think later, when the school system segregated those kids into separate classes with different teachers that they were also segregated in fellow students minds as "retards". Referring to them as "special" did not change anyone's thinking about these segregated kids; it only changed the definition of the word "special" to give it a negative connotation.

I think that anything that sets apart one group of people from another creates prejudices. If there is a law that gives one group a special status, then that creates segregation. Laws like punishing the use of the N-word, or like racial quotas for jobs or schools do far more to create segregation and prejudice than not.
