i know i'm not from the '"hood" so technically shouldn't post, but i'm curious. we don't really have "hoods" here on Airstrip 1.

edit to add: I looked up 'spinnaz' on urban dictionary.

Get up to date. The days of unlimited handouts and automatic per-child increases are history. Gone. Seriously, I have NO problems with the social safety net. Why? Because it is better than NO safety net. As bad as it may be it is far better than a society/state with no safety net. Then what happens when all those poor people try to survive? And you think crime is bad here. Go to Manila and see the wealthy walled off by 30 foot high walls and armed guards. Visit the slums of Brazil with a fearsome crime rate. Oh yeah, think Detroit sucks, how about Africa. Lagos? Johannesburg? None of those places have social programs of any sort yet their cities still suck. Hmmm, maybe you want to try another hypothosis?

Here's what I said in my post: cities thrive or die based on their economic opportunity. I stand by that. People congregate together because of opportunities and when those opportunities cease to exist, so will that community city or region's reason for existence. As is the case so often, the best and brightest leave first, then those who have the good sense to follow the trends. The less intellegent and those with the least opportunities leave last, usually by coercion, force, natural or man-made calamity or die off. Rebirth only happens when new reasons for congregation exist (such as new opportunites or resources). The alteration of welfare programs is not one of those opportunities.

Like you said, [many] poor are comprised of those with low IQ's, substance abuse, laziness or are hopelessly trapped. So what DO you propose to do with them? Cut them off and make everyone deal with the consequences (CRIMECRIMECRIME)? Send them all to "detention camps" Forced labor? Execution?

So what is it?? Stop bitching long enough to consider the alternatives.
