Watched the video, that sadistic voice was obviously overlayed and didn't come from the soldiers that did the beating.

Second, I'm not sure those were "boys" getting their ass beat. They looked as big as the soldiers walking them back to whip their ass.

Third, there were some gunshots, so we can't assume those guys got their ass beat just for throwing rocks. Its impossible to tell from the video.

Last, assuming they got their ass beat for throwing rocks, bottom line is this, you throw rocks to hurt people, you might just get your ass beat if you get caught. Either, don't throw rocks or, run faster and hide better.
