The advent of pre-crime??

I'm just wondering, as a relatively young guy who was lazy in his history studies, can anyone help me with this question.

Is the talk of pre-crime in the media a new thing? Its everywhere.

In british news recently

Before a child takes its first breath, doctors can respond to health problems.

But could the same be true of behavioural problems? Are tomorrow's anti-social children going to be identifiable before they've even been born? And if that's the case, what can be done to help?

Does anyone remember this kind of idea during the cold war perhaps? Or the lead up to WWII or Vietnam?

Nothing new about pre-crime. The idea goes back over 400 years to John Calvin and his concept of predetermination. This idea runs so deep there is even a religion called Calvinism based on a total faith in predetermination by God. Some people are are born to go to hell. This idea was a major justification for slavery and colonialism. If all these black people are predetermined to go to hell then it is ok exploit them, kill them, and take their resources. In the 1800s predetermination was refined into a more exact science called phrenology that could pick out a murderer just by looking at him. People were sentenced to death simply because how they looked. Phrenology was also prominently featured in Nazi propaganda.
