$this->bbcode_second_pass_quote('Laughs_Last', 'I') can see why you call this an ancient disagreement. A leader is only a leader when people follow. Because I believe that every person is responsible for his or her own actions, I place blame equally on the followers and the leaders.
This is the same reason that I believe in the American Bill of Rights with the Second Amendment; responsibility is individual.
But the people are supposed to be able to look to their leaders, who have mostly had advantaged upbringings and superior education, for guidance and answers.
Look at it this way. Suppose you retained a surgeon to remove a tumor from your throat. You know nothing about medicine and cannot even evaluate the surgeon's skills. You just trust that the system has ensured that the surgeon will be able to do a competent job.
When he botches the job, whose responsibility is it, the patient's or the surgeon's?
Bear in mind that most Americans are frighteningly ignorant, as survey after survey reveals. You know---a huge percentage can't even locate Germany on a map of the world.
America's leaders aren't leading this needy population at all. Instead, they're devoted to maximizing their own power and wealth.
This is what happens when empires start to rot from within, as they inevitably do sooner or later.
Anyway, although I too believe in individual responsibility, from a national perspective I blame the leaders more than I do the people. For example, Bush has had it in his power to set the country on the right path, but instead has channeled all his energies into maintaining a ruinous status quo.
