I think, the point of this game is to show the best method, and it's CARPOOLING!

In that way you can cut with more than 1/3 and no one will kill you. 8)

but it will probably not happen.. both in China and USA.. it can drag it for a while and give some time to "plan c".

What would the reaction be, that you had to have a license to own a car? ONE family ONE CAR. NO FAMILY NO CAR UNLESS SPECIAL REASON...

I think, that will not happen, instead those with money will have a car, but when price is that high it's to late anyway. :)

As the price of filling up gas tanks increases there will be some serious motivation to avoid driving, which favors the carpool idea anyway. The ebb and flow of the market is a much more efficient way to restrict car ownership and usage than to impose yet more inefficient government solutions.

Ideally we'll get market-based solutions, and carpooling is a good one. However, any policy choice, including not making a policy choice, has an impact on the market, so we shouldn't make the mistake of assuming that no policy is the same as no interference.

Tax breaks for gas-guzzlers: case in point.

The only rational use of a tax break is to encourage the purchase of vehicles (etc.) that utilize new technologies: specifically to stimulate demand and thereby overcome a certain amount of time-inertia in the market. That is, if it would "naturally" take a new technology a certain number of years to obtain viable market share, a tax incentive could cut that time back by a sizeable fraction.

Now here's the important part:

By cutting that time frame, the competitive strengths and weaknesses of new technologies will become known sooner. This in turn will provide necessary feedback to manufacturers. Thereby shortening the cycle between development, deployment, and widespread adoption.

In essence, the proposed tax policy only "interferes" with a market mechanism to the extent of shortening the time-cycle for the market to evaluate new technologies, and that is a rational goal in view of the nature of the present crisis.
