Logistics are critical. But perhaps you could give me a pointer on where I might find something regarding management of civilians? I do have a copy of the text.

War is the continuation of policy though other means.

Seriously, you'll have a hell of a time trying to shoebox war into some nice, clean little definition. It has been fought over the ages for a myriad of reasons: some of them good ones, others, rather poor. This current conflict would be an example of the latter.
