No, that's not true. I'll explain to everyone that doesn't know, Amtrak is the US passenger arm of the national US railroad system. It doesn't operate anything like the system we have in Europe or Japan, most cities are lucky to get one or two trains per day.
Amtrak doesn't own any infrastructure, apart from the NE corridor, which is its (arguably) only profit making route, although its suffered years of underinvestment. Most lines are owned and operated by private freight companies. The recent 'Acela' upgrade on the busy NE corridor was very much patch and mend, but made significant inroads into airline traffic.. It's highly unlikely to go and remains the only US overhead electic railway in the country. (below)
Nevertheless the US has a very extensive freight railroad network, which doesn't get any subsidy and carries 42% of freight. So even if Amtrak was shut it wouldn't mean any loss of network. The US only has several commuter networks (EG Boston, New York, Chicago) which are not under the Amtrak umbrella. Amtrak has always been touch go after it was created in 1970, as by that time interstate highway and air networks had taken most of the passengers.
