You can often pick up blueprints from your local abstract and title office, city planner's office, public works office, etc.

I suppose it would depend on what for. A WalMart super center, probably. A government owned, operated, or regulated facility probably not. I doubt that they just go about passing nuclear power plant schematics for $5 each.

Three sources to look into.
#1) County/City Zoning Offices.
#2) Building Code Enforcement Office
#3) Fire Marshal Office.
Your local govt types may call them differant things, but the ideas are the same. Likely these are the places blueprints for public buildings get their approvals so they will likely have them on file.
Why do you ask, might I ask...
