they are sheep because they are hearded in a certain direction, nothing else.

People won't be aware of the problems we are facing because it is not fed to them.

Certain religions talk about being a sheep in a positive way too.

If it is meant as an insult then I agree with you, but I have never seen it as being meant as that.
