What's going on here? Typical end of empire cannibalization where competing factions waste enormous resources pursuing their own agenda's. Rome was renown for this, Successive Emperors going from city to city building dubious public works only to be leveled by subsequent Emperors. The wall is totally logical of course. Millions of these illegal aliens get free medical treatment in the US while the residents die in parks, homeless, unable to afford basic healthcare. Trump won't stop the influx naturally, slow it a bit sure, but you can't stop that sort of flood. They'll just dig under the wall if they have to. Why were those panels sitting on the ground in the first place, because the last time he was in the hot seat he didn't get the job done. 4 years and not even one measly wall, the Chinese build entire rail networks in that time, complete with bridges and tunnels.

It's just one of the reasons people are rejecting the $US. It's being watered down with all the money printing used to fund this sort of behavior. Another is that the stock markets and other asset markets are totally overvalued. It's the same set of factors that caused Japan's fall from grace and the only thing propping up the whole rotten edifice is the reserve function of the buck. Something that is clearly coming to an end with the BRICS takeover. It's hard for the average person to see the devaluation of the dollar because they live with TV blinders on, but a simple metric is the price inflation we see. That's a consequence of money inflation, more money chasing the same amount of stuff, food, houses, cars, everything.
