What can you do about it?
More shooting on them and full blown civil war will result.
Police will be crushed because these people are armed too, they know where local policemen live, who they are, who are their families etc.
So you will need to resort to military... where lots of personnel is from already discontented ethnic minorities etc.
Your logic about police duty could easily be turned upside down like that:
1.Police officers challenged someone over bottle of booze in car.
2. Suspect ignored them
3. To prevent possible high speed chase they shot him.
4. As a result thousands of rioters burned dozen of police stations, ransacked few thousands of businesses, burned part of city hall and caused death of 20 bystanders by attacks, accidents etc.
So what is better?
That or maybe one high speed chase?
How the quarrel started?
Over a bottle of booze?
Is it worth to have whole city burned and businesses ransacked over a bottle of booze, or are there more intelligent ways to deal with a problem?
You will fail to govern those who simply refuse to be governed if there are millions of them, armed, hostile to you and have nothing to lose.
You may or may not succeed in killing them but you will never govern.
