Right,

It does not need to be that way but often it is, even in private sector.

The best run company I ever worked for, by far, was ruined by Posner and Milken. At least Milken went to jail for the deal. Cold comfort.

I'm thinking that the repairs would only have delayed the inevitable. The building was already failed.
