Well, I read it more as a description based on observations of people who rose to power. And fell from power. The guy worked as some kind of diplomat so he had ample opportunities to study the fat cats. He did not distinguish between "good" and "bad", rather between efficient/nonefficient. The explanation for his writing comes on the very last page.
The conclusion is pretty simple to me: As soon as you introduce just a single element of "power over other humans" in a society, you will inevitabely get a Machiavellian development. The most ruthless, deceitful and calculating
will rise to power. The only way to avoid it is to completely denounce "power over other humans".
