Googling oil news

I was hoping if someone could tell me what factors influence a websites position when being googled. If you are top of the list does it mean that you receive the most hits or does google just deem it to be more relevant to the search query than other sites?

The reason I ask is that if you google "oil news" PO.com is third behind oil.com and yahoo.

Google is essentially based on link popularity, that is, the more links there are to a site, the higher it will be.
