The report comes as Iraqis are increasingly frustrated with their own government's inability to provide basic services, or to explain how tens of billions of dollars' worth of oil revenue has been spent since 2007. The alleged U.S. mismanagement of Iraqi money is certain to revive grievances against the U.S. for failing to make a big dent in the country's reconstruction needs despite massive expenditures.

What if we work on our culture instead to make it a demand export where the customer pays the freight and handles delivery and installation. Who knows, we might even want some for domestic consumption as well. Meanwhile using the military as a push delivery vehicle for our culture is really just a way to produce enemies for a lucrative war in a way our broken political system can reach enough cockeyed consensus to provide seed money.

We were a suburb building and war machine since WWII, now we are down to betting the house on the surest way we know to make money without having to deal with foreign competition.
The new wrinkle is that now we need to manufacture enough people willing to fight us to keep the business healthy.
