This study was released in 2005, and includes analysis of the 2000 UK fuel tax protests and NZ 1970s oil shocks, and plans for mitigation of future oil shocks in a NZ perspective. Not specifically peak oil related, but interesting nonetheless.
It also includes analysis of what drivers are doing, including the interesting nugget that at least 50% of distance driven in NZ is discretionary for recreation or shopping. (P47 bottom chart)
Also includes ideas on rationing and the benefits and issues, although voluntary (price-based) reductions seem to be preferred.
