..and there I was thinking it was a way for investors to make money by sharing risk for people involved in the real world.

Mine? Not mine. AFAIK we don't have government underwriting insurance companies. Insurance works on risk assessment, I remember the Names of Lloyds getting seriously burnt a decade ago or so. It gets silly if you underwrite it with the government. Also, insurance is normally a prerequisite for a mortgage, which again, a certain large country underwrites. It's all part of keeping the great ponzi scheme going.
