Do we have data transparency?

Plame was involved in managing covert operations in the Middle East and some of this dealt with energy. The question is do we (we meaning the NSA and CIA) have the data? If so, to whom does this information get passed? Is this why Bush gave his addicted to oil speech or is that unrelated?
