He added that “the odds are that it will still be open” by the next presidential inauguration.

The Republicans have to fight every possible attempt to close this place as long as anyone involved in the creation and support is still in existence. Obama being damaged by not closing it is his fault since
it is a permanent lease granted after we forced Spain from her colonies, by an American citizen installed to run Cuba in 1903, and is only under military law, and he is the commander in chief.
He should give the order to the military to transfer the prisoners to wherever Congress mandates
in 3 months, throw it back in their faces, and move on to something else.

The president could close it at his pleasure, simple as that.

It is interesting that he has chosen NOT to do so.

Just face it, a place like that is just so incredibly useful to people in power, regardless of what ideology they like to babble on about. It is also extremely useful in the sense that it holds almost all of the attention of critics; whereas some random US run prison in doohickeystan has probably never had its name printed in a US newspaper.
Yes, we are. As we are.
And so shall we remain; Until the end.

They have no intention of closing it. Heck, they just opened a Starbucks, Taco Bell, and Kentucky Fried Chicken:
