It's reality now. Phoenix has bought up "water farms" in northern Arizona to maintain their golf courses and fountains.

There was a heavy debate in Nebraska recently over a proposal from a private Colorado water company that they purchase water from Nebraska (well water) and ship it in railroad tank cars to parched Colorado towns. Luckily it got no where.

A good read to get a grip on the coming water disaster in western states is "Cadillac Desert."
