I need some help-Energy replacement criteria

I seem to recall that there were a number of criteria(7-9) that needed to be met before one could consider an alternative energy source as a replacement for oil..

Can anyone help me out on this one??

Wasn't it the MonteQuest thread about the criteria to tell if something was a scam or not, like perpetual motion and the like? It may have been Devil that posted it.

I'll see if I can dig it up.
