In other words, why doesn't he do what Muammar al-Gaddafi did - remember him? He was an enemy of the US and was linked to terrorist attacks in past decades.

I remember the "Kill Gaddafi" tee shirts and whatnot years ago during the US air attack on Libya, which appeared to be an assassination attempt on Gaddafi. After that, Gaddafi became more open to normalizing relations with the west. I personally believe that Bush used this as justification for his policies in the Middle East.
