I remember people went to great lengths to get lockable secure gas caps but thieves would simply puncture the gas tank and steal it.
That was before the ubiquitous car alarm of the present era.

Yeah, no one pays attention to those anymore as you know. Motivation is a driving force here. If someone is really motivated to get gasoline from a car tank, they'll get it.

Happens all the time in poor countries. Even poor areas in rich countries.
In Sicily, kids will steal your gas, wait for you to return, and sell it back to you.
