I am starting a service with a couple of girls offering topless house cleaning. I have the girls already to go, but I am wondering about the legality of this. There will be no sexual contact, or anything else sexual and I will go along when we have a new client to insure their safety.

These are just girls at my college who wish to make some extra money.

Legal for sure. If there's no touching involved whatsoever, they're just providing a legal service (cleaning) in private residences.

That said, I think you're almost inevitably going to have an incident involving a client touching one of the cleaners. You should definitely be present every time these girls are cleaning. If they got touched when you aren't present you could potentially be sued for not adequately protecting them on the job. Also, you'll want to spell out in detail the service that's being provided, and that your clients are not to touch the cleaners at all, in your client contract. I would also suggest that you get the girls you employ to sign a detailed employment contract. An informal arrangement is just asking for trouble with something like this.
