CIA Black Budget

Many may not be aware that under Federal law, the CIA can appropriate any funding for any other agency for its own uses, and such appropriations are not allowed to be made public; its as if the appropriations never happened, and not even Congress is informed.

Basically, this means that the CIA has access to the entire US budget. What are the implications of that? If there is such a thing as a "conspiracy" by TPTB, this would be the institution to look at: it is very organized, it has unlimited resources, it is protected by law.

Here are the various code sections to review if you are interested:

In this section, the CIA may appropriate any other agencies funds:

(1) Transfer to and receive from other Government agencies such sums as may be approved by the Office of Management and Budget, for the performance of any of the functions or activities authorized under paragraphs (2) and (3) of section 403 (a) of this title,[1] subsections (c)(7) and (d) of section 403–3 of this title,[1] subsections (a) and (g) of section 403–4 of this title,[1] and section 405 of this title, and any other Government agency is authorized to transfer to or receive from the Agency such sums without regard to any provisions of law limiting or prohibiting transfers between appropriations. Sums transferred to the Agency in accordance with this paragraph may be expended for the purposes and under the authority of sections 403a to 403s of this title without regard to limitations of appropriations from which transferred;


50 USC 403f

In this section, funds transferred are kept secret:

50 USC 403g

In this section, the CIA is not limited by any law which otherwise would restrict transfers of monies from one office to another:

$this->bbcode_second_pass_quote('', 'N')otwithstanding any other provisions of law, sums made available to the Agency by appropriation or otherwise may be expended for purposes necessary to carry out its functions, including—


$this->bbcode_second_pass_quote('', 'T')he sums made available to the Agency may be expended without regard to the provisions of law and regulations relating to the expenditure of Government funds; and for objects of a confidential, extraordinary, or emergency nature, such expenditures to be accounted for solely on the certificate of the Director and every such certificate shall be deemed a sufficient voucher for the amount therein certified.

Since Congress isn't informed of the CIA's budget and appropriations, there is in effect a shadow gov't. Its not really a gov't, because a gov't implies it works for the people in some way. Its a shadow institution. In this situation with the CIA, the CIA literally controls the purse strings and determines policy with its unrestricted operations. There are no limitations to to its budget or its operations. It operates with impunity, so one has to ask, who controls who? If it doesn't answer to Congress, then who does it answer to? No one. The CIA doesn't support we the people, we support it by providing it with tax revenues to fund its policies.


This system we have, where the CIA acts with impunity, is the Matrix, our votes, our Congress, our view that the people control anything is an illusion, a facade. Its very akin to what Joseph Stalin once said about voting:

I'm not sure what the situation is in other nations, but I'd imagine it's pretty much the same: the main intelligence agency can appropriate whatever funds it wants, and is accountable to nobody other than maybe a president/prime minister.

My parents met in Moscow back around 1979, where my dad worked for the Australian embassy and my mum for the Canadian. I still don't know what either of them did there, but have strong suspicions that they were involved in espionage of some type, especially since my dad was subsequently posted to the Australian consulate in Shanghai in the mid 80s. Plus my mum has alluded to 'unbelievable government waste' that she was aware of in Moscow. Hopefully they'll reveal some information to me before they pass away...

Yes, this is probably true with all countries, the problem is in the US and most Western Democracies, the people would scoff at the idea, bc they believe they live in systems where the gov't is accountable to the people. In Russia, China or the Middle East, the people know better, the know the truth.
