If I were president, and had the backing of the congress, here is what I would do for each different public problem.
For energy-
I would tap yellowstone national park, allowing us to tap into the tremendous energy available. In order to keep the pressure from exploding I would drill an extremely small hole, so that the pressure could come out at a high velocity within a small hole to generate power, but would be contained.
I would build large numbers of extremely efficient breeder reactors. I would mass produce them, this way not only could I reduce cost through economies of scale, but I could also compare cost with other nuclear construction projections so I could detect corruption. If the suggestions in my other post are used, in combination with mass production and rooting out people who are corrupt, it should effectively dramatically lower the cost per kilowatt hour, making it more than competitive with oil. This would increase the amount of energy available, increasing the productivity of the economy.
I would force the development of electric cars on automobile manufacturers, and slowly move towards rationing oil and natural gas for plastics, drug production, and synthetics needed that can't be easily made simply from energy.
I have more ideas, but I won't post them here at this time.
Economy-
Many of my energy policies would be directly related to my energy policies, such as the construction of breeder reactors and use of the Yellowstone national park. By drastically reducing energy prices for manufacturers and consumers, cost of all other goods should greatly decrease, and the economy should be heavily stimulated.
Furthermore, I would have a huge number of individuals employed in building the breeder reactors, thus increasing the number of employed individuals, and thus stimulating the economy through their employment.
I would place extremely high tarriffs on natural resource goods, such as iron, silver, wood and the likes, in order to try and stimulate production of goods within the United States. This would decrease cost on the producer price index for American businesses, while causing unecessary wasting of our natural resources to be eliminated.
I would also have a large number of recycling plants constructed, which would increase the availability of raw materials to U.S companies, while simultaneously employing large numbers of people, providing jobs to those who need it.
I would make it illegal and punishable by having your company stripped of all of it's financial assets, as well as possible life imprisonment for any managers, executives, or anyone who hires illegal immigrants. The only exceptions would be in occupations where Americans really won't work, such as agriculture, and certain other industries that are needed and that need illegal immigrants to continue functioning.
I would increase subsidies to farmers, while simultaneously I would put higher tarriffs on food exports, in order to try and decrease cost of food within this country, in order to promote the well being of the populace.
I have some other ideas, but I don't want to post them all here, as it would take up too much time.
Health care-
I would focus on preventive health care. Each person would be given vitamin supplements and standard checkups.
The health care plan would be available to all, but it would be an accountability based program. You would have to go to the gym a certain number of hours a day, and follow certain guidelines in order to recieve healthcare benefits. The more you followed the guidelines, the more healthcare benefits you would get. The less you followed the guidelines, the less coverage you would get.
I would also emphasize alternative treatments, as well as generic, rather than brand name drugs.
In order to reduce cost even further, I would have a database with all the various known diseases in it, the symptoms, the treatments available ect... I would have as much work as possibly can be done done by nurses, who would simply use the database to solve the problem. As a fail safe, there would be a doctor on call to handle problems or to act as reference for the treatment. This way in case the nurses were unsure about something, they could consult the doctor and the doctor could tell them what it is, or handle it.
This way less skilled, less costly labor does more of the work, thus reducing the cost, while the doctor's expertise only needs to be used infrequently, and can be spread among many different nurses all using the database.
I have more ideas on this topic, but I won't post them here at this time.
Ecology-
I would do two major things for the environment.
1. I would fertilize the oceans with large amounts of iron in order to induce an algae bloom which would consume large amounts of carbon dioxide cost effectively, while boosting the amount of sea life, eliminating much of the problems associated with decreasing sea life.
2. I would start up a massive recycling program in order to increase the number of raw materials available to U.S companies and decrease the amount of waste lying around in America.
I have more ideas on this topic, but I won't post them here at this time.
The War in Iraq-
I would increase the number of mercenaries, I would attempt to employ the Sunni military forces and the Kuwaiti military forces in trying to stabilize the region.
I would split Iraq into three sections, based on religious and ethnic lines, in order to reduce violence.
I would construct essentially miniature walled cities in order to protect the masses, and allow some semblance of a protective environment.
For each town I constructed, I would help establish a town guard that would effectively defend the town against insurgents. Their training would be minimal, but it could effectively help stop some of the bombing.
I would set off a massive electromagnetic field bomb at the resonance frequency of gun powder, thus causing it all to explode. I would do this around various regions to disarm citizens who caused problems. If any area was shielded, I would bomb that too.
In doing this I could then detect where the explosives go off and attack those areas.
I would attempt to establish large numbers of town guards that would have some semblance of legitamacy. These guys would have much more interest in maintaining the defense of their region.
By strengthening the local forces in each area once an area has become purely Shia, Kurdish, or Sunni, then the insurgent forces have less strength.
Also, I would establish a network that designated town guards could connect with other town guards which could help evole into a real police force.
I would move most U.S troops out of Iraq, while simultaneously strengthening all of the local forces, and local groups.
