You're asking about an inflation adjustment. I never heard of anyone applying a CPI factor when comparing same-store sales; and you're right, that means less value moved in and out of particular walmart stores.
There may be a bit of cannibalism going on though; in some places I think the density of Walmarts has caused potential for folks to split their walmart purchases between an old store, and a new store.
For instance, I used to have only one convenient walmart, now there are three, though I only buy stuff from two of them.
