Permanent sterilization should only be imposed on high caliber criminals whose tendencies and genetic predispositions are undesirable to society and when the evidence is irrefutable for their guilt. Like politicians and banksters for the destruction of the wealth of nations and large swathes of the population, pedophiles and sexual predators of both sexes that abuse young children, violent murderers and people with extensive background of violent altercations [multiple assault and battery convictions]. We must not allow the traits that permit people to commit these crimes to their own societies to continue, but sterilization of anyone that goes to jail? Whats next? The poor? The racial group you sneer at? The retarded? People with genetic predisposition for diabetes, or even heart failure?

Think about it, would you feel comfortable if you in a jury convicted some 20y/o person to 10 years in jail for a crime he did not commit, having him permanently sterilized and a few years later new evidence brought to bear that irrefutably proved his innocence? What about the people who go to jail for smoking marijuana? Traffic violations?

Also Pretorian, I am a lurker here since start of '07. I lurk here still and only when I see a thread where I think it worth, I will bother logging in to post.

These are some of many reasons why I am against such projects except if done on voluntary basis.
Fascism/eugenics is not an answer to crumbling economy.
And discussed Rwandan sterilization projects mentioned in OP are in all probabilities continuation of genocide initiated in much more violent form some years ago.
Saying that, I would agree with idea that those calling for government assistance to keep themselves going for more than a very short period of time should face a duty to sterilize themselves as a preliminary condition to get such public help.

We are also missing one important thing:
In Western societies it is perceived in general that too few, no too many children are born, so such projects are extremely unlikely to be implemented.
In fact there are many government subsidized projects to increase fertility rate
And few Westerners are consuming as much as entire Indian village...

And so for example I live in Poland.
Our TFR is 1.3 kids per woman, despite of complete lack of subsidized contraception and despite of fact that abortion in Poland is illegal, except of rape, or substantial health risks to pregnant mother or genetic damage of child.
Government here is doing all what they can to encourage women to have more kids, to no avail.
And large proportion of kids is born to dysfunctional peoples who are unlikely to bring them up.
