STATEMENT BY THE PRESS SECRETARY

H.R. 4520, the "American Jobs Creation Act of 2004," which repeals the extraterritorial income exclusion in current tax law; provides domestic manufacturing and other business tax relief, including energy-related tax credits; allows for itemized deduction of State and local sales taxes; provides for reform of tobacco subsidies; includes international tax reform and simplification provisions; and includes various revenue-raising provisions.

Committee on Ways and Means

1. Ends sanctions by repealing FSC-ETI. Compensates for lost benefits by permanently cutting corporate tax rates for domestic manufacturers, producers, farmers, and small corporations.

• Repeals FSC-ETI, thus ending tariffs on American manufacturers and farmers.

• $13 billion of transition relief is provided over 3 years.

• To compensate for lost benefits, the top corporate tax rate is reduced from 35 percent to 32 percent for domestic manufacturers, producers, farmers, and small corporations.

2. Provides pro-growth tax incentives for manufacturers, small businesses and farmers to help create more American jobs.

• Provides $4 billion of relief from the AMT (what the National Association of Manufacturers calls the “Anti-Manufacturing Tax”), including AMT relief for farmers.

• Extends ethanol subsidy through 2010 and makes the Highway Trust Fund whole so that farm states automatically receive more highway funding.

• Extends enhanced section 179 expensing for 2 years, making it easier for small businesses to invest in new equipment and grow their businesses.

• Provides 50% bonus depreciation for small aircraft through 2005.

• Includes 11 tax relief and simplification provisions for S Corporations and makes it easier for companies to qualify under Subchapter S.

• Ensures that broad-based stock options are not subject to payroll taxes, thus preventing a tax increase on millions of workers and businesses.

• Temporarily reduces tax rate on repatriated income (to 5.25% for 1 year) if the income is permanently reinvested in the United States.

• Includes 13 other provisions that would benefit small businesses, manufacturers and farmers. Most of these have previously passed the House.

3. Enhances the competitiveness of U.S.-based companies engaged in exporting and/or manufacturing by greatly reducing double taxation. These companies receive over 90 percent of FSC-ETI benefits under current law.

• Includes fundamental tax reforms to reduce double taxation on U.S. manufacturers that export and do business overseas.

• Reducing double taxation gives U.S.-based companies an incentive to keep jobs in the United States rather than shutting down their U.S. operations and relocating where it is cheaper to do business.

• Fifteen of the 16 reforms in the bill are identical to provisions in the Senate bill. The one provision that is not identical (reducing foreign tax baskets from 9 to 2) is similar to a provision in the Senate bill (20 year carryforward of foreign tax credits). The House provision provides comparable relief, but represents significant tax simplification.

• Two attempts to strip these reforms from the Senate bill were defeated in the Senate by 77 votes and 74 votes.

4. Allows taxpayers to deduct their State income tax or State and local sales tax (whichever is greater) in 2004 and 2005.

5. Extends several tax provisions that expired in 2003 or are scheduled to expire in 2004, including the Research and Development (R&D) tax credit.

6. The bill includes several provisions to combat fuel fraud (which have already passed the House) and many provisions from the President’s budget to reduce tax avoidance, crack down on tax shelters and close tax loopholes. The bill also extends customs and IRS user fees, which are scheduled to expire this year.

7. Repeals the government-run tobacco program and transitions to a market-based system of tobacco production.

It was a “loophole” like mentioned in the article and I’m betting you are far from perfect like you are expecting of everybody else here. How many mistakes have you made? :roll:

Indeed it does, but I would bet the so called, 'loophole' was tossed in there intentionally to support the US auto industry. Accidents as stupid as that simply do not happen accidentally.

After thinking about it more, it's actually far beyond stupid. The 'ignite it all as fast as we can' mentality is more like a drunken suicidal rampage.

How many of you got rid of your SUV?

I for one donated my SUV in December. It needed some work and the donation laws changed in the US for 2005.

I wonder what the price of an SUV will be in 5 years? $500?

the suv is likely to change over time. there has already been a shift to these cross-over type suv's that are more like cars than trucks. if gasoline prices continue to rise in the US, you can count on the manufacturers to find a niche in the 'better-fuel-economy-than-your-old-suv' market.
i expect rising gas prices to bring:
smaller cars
more hybrids
more diesels
smaller trucks, some perhaps car-like (remember the el camino of the '70's?)
smaller suv's
more station wagons

I think that most of the automakers are already positioned for emerging and growing niche markets.
Subaru: better fuel economy than SUVs and you still go in snow.
Honda/Toyota/Ford/GM: all have production hybrids or plan to soon
Daimler-Chrysler: smart cars are coming to the USA within 2 or 3 years
Volkswagen: 40+ mpg diesels. the technology is more tried-and-true than hybrids.

SUV's are currently the trendy family vehicle. Families do generally care about money, since at least one parent is usually sensible. This is a big niche market for automakers, and we vehicles will change at the rate that consumer preferences do.

I'm going to be trading in my '99 Isuzu Trooper (Petrol Automatic! 8O ) 15mpg tank for a Volkswagen Touareg. It has much better mpg (30) and can still pull the horses in the horsebox. I'd love to be free of SUV's and fuel guzzlers, but atm I need it for farm type work. This one'll be a diesel, so I can change to biodiesel soon.

2002 Subaru Outback LTD.... 22mpg.... sold
1967 Camaro RS/SS 359 .... 12 mpg.... sold
In their place I've purchased a Jetta TDI Wagon, 47 mpg and a
Honda XR250L .(small dual purpose motorcycle) .... 60mpg
McMansion sold. Closed two days ago. Moved closer to work into a pre-air conditioning house with a large yard, and planted a garden.
If PO is all for naught (which I don't believe) I'll still come out ahead with much less debt and more economical vehicles too.

We had 2. We sold them over 9 mos ago and bought one diesel vehicle in which we use biodiesel.
Soon we'll buy another because my wife will need it for her coming work.
We're looking at a Jetta TDI wagon with a manual transmission that gets over 40 miles/gallon. Again we'll use biodiesel. When we locate to our farm/ranch we'll get a 500 gal diesel tank and buy farm diesel and mix in 20 percent biodiesel and use that for the vehicles and the tractor.

I sold my 93 Trooper last year. Man I miss my truck. But, if any of PO even remotely happens, I figured it would be awfully hard to unload. It was pretty beat. As it is, I got a few hundred for it.
Now we just wait for a massive selloff in trucks, and I can get a newer pickup or sport ute for cheap.
My overall mileage is so low that fuel costs for such a second vehicle really wouldn't be much of an issue until TEOTWAWKI anyway.

I just sold two.
'92 Chevy 1-ton van, used for touring.
'78 GMC Jimmy K5, fulltime 4wd.
Still have my Tacoma 4x4 [mileage ain't too bad for a truck...and yes, I do need a truck].
Bought a Toyota Matrix for the wife.
I live within walking distance of my office, wife usually drops me off in the mornings on her way to work. I leave my Tacoma there, in case I need to run errands.

I have a fullsize Ford Bronco with built 5.0 liter putting out about 300hp riding on a 4 inch suspension lift and 33 inch tires - it gets on average about 9 mpg! I'll have it to the bitter end....it goes anywhere I need it to go and carries all I need to get out of trouble anywhere it goes.

I recently purchased a Ford Excursion with a 7.3 liter turbo diesel riding on a 6 inch suspension lift and 35 inch tires - on average about 13 mpg whether its empty or loaded up towing 8,000 lbs.... uphill, downhill, straight and level doesn't matter. This is affectionately known as the "Exxon Valdez" in my family.....almost the same size and using almost as much fuel.......

As I am prone to say......."just doing my part to hasten the peak....."

Honestly? I dont think I would. Its a double edged sword for me. The vehicle is paid off. I usually drive my vehicles till they go tits up beyond what it would be worth to fix them. So having a car thats paid off doesnt bother me. I can afford to drive it without much thought up to around $2.50 - $3.00 a gallon. After that I'd think twice before taking it somewhere. If gas was at, say, 5 bucks a gallon then not only would it be pretty expensive to drive around (So I wouldnt drive it as a daily driver) but I'd also be looking at virtually nothing on trade in. So, its just not economically feasiable to dump it. Its too useful to me to get rid of, and if gas was so high I'd want to trade it it wouldnt be worth anything on trade.
So, I'll keep it. Unless gas gets really outrageous, say 10 bucks a gallon. At that point?

No SUV. Luckily current massive shortage of diesel in Malaysia wipe out all the SUV from the road. The second-hand price dropped 30 percent overnight. So for those who don't sell their SUV it is prelude for the thing to come. However if you paid it fully, better keep it as the one I have below.
My 1992 Mitsubishi Lancer is running strong. No repairs for 8 months already since I practice minimum driving , coasting, slow driving, slow braking, minimise braking and old man driving style to save fuel. So I don't think I will got rid of this.
Peak oil helps me to save repair cost as days of agressive driving is over.
However, petrol shortage seem to occurs now in remote areas. Will update ya about what's happen next. Shop for bicycle this afternoon with Gogota. He will help me to choose bicycle. As I made the decision that I am strong enough to ride a bicycle as I can manage my garden now. Going Stage 3 preparation.
