This will require an act of parliment to change the law. It will face some oposition in the commons, a huge amount in the lords and may violate the Human Rights act of 1998, whats more it may also break the European Convention on Human Rights. It would also face a possible constitutional challange in the high court on the grounds it violates the principle that only the state can use violence and that a persons home is there sanctuary, although I am no expert on the UK constitution.
Its biggest obstacle is likely to be the press where the left and right wing newspapers will make hay over this law. With many middle class swing voters fearing there debts and there jobs, this is likely to be a big big vote loser. New Labour are probibly thick enough to go for it though.
The best defence against an overzealous bailif is not a gun. Its a strong local comunity, unless you plan to be at home 24/7.
