Not unless Congress permits it, and the democrats who control Congress are the same people who have been blocking oil drilling in the US for the last 30 years. The democrats just hauled the oil execs back to Congress for another dog and pony show, demanding to know why oil prices are so high.

The dems still think there is plenty of oil and high prices are due to evil speculators and big bad oil companies.

The clowns in charge of Congress are pwned by the environmentalists, and are highly unlikely to reverse their own 30 year opposition to more oil drilling in the US.
