That's not the crime she committed. Apparently it is legal for women to sunbathe with breasts exposed. The crime is soliciting someone else to commit a criminal offense. If this woman is a police officer herself, she should lose her job and be prosecuted, and all of the police officers who collaborated in her crime are accessories and should also lose their jobs and be prosecuted. Unfortunately, this is a "Quis custodiet ipsos custodes" problem, and cops who cheat the laws usually get away with the cheating.
