No change. They have always enforced civil laws. Any police officer can initiate the enforcement process for any law they suspect has been violated. Go read

Thanks for clearing that up. Not being from Texas, I find it strange they enforce civil law in addition to criminal law. Unless of course there is a court order... different issue.
