Or is there a more calculated method in working out the WCS

A sinking would be a serious matter, but IMO a worse case would be having a full tanker blowing up at a major terminal, where the resulting fire would destroy much of the infrastructure (and possibly a lot more oil in storage tanks) Another bad situation would be having a supertanker sinking and blocking a major shipping route.
We should teach our children the 4-Rs: Reduce, Reuse, Recycle and Rejoice.
