Jayne Harkins, a deputy regional director for the U.S. Bureau of Reclamation, told the audience that if the drought on the Colorado continues another few years, the agency would have to reduce water deliveries to California, Arizona and Nevada for the first time.

The only reason lake Powell isn't full is pollitics, nothing more nothing less. Charge consumers what the water is worth and the demand will plummet as stupid practices dissipear from the market. That would alleviate the over use and the pool could recover its levels.

The value of water to a human without water is infinity.

But your point about our water problems being caused by politicians is very valid. For those interested in learning more, read Cadillac Desert. It chronicles the history of "Big Water" and how it was pretty much responsible for a large part of the US's drift into total "pork barrel" politics and unsustainable development.
